Shri Anupam Mitra, Member Secretary

Shri Anupam Mitra is a 2003 batch Indian Economic Service (IES) Officer. Shri Anupam Mitra holds degrees of B.Sc, M.A. and M.Phil in Economics. Prior to joining CACP as Member Secretary he was holding the position of Addl. Economic Adviser in Office of Economic Adviser, Department for Promotion of Industry and Internal Trade. As Addl. Economic Adviser, Shri Anupam Mitra supervised compilation of Wholesale Price Index. He was also instrumental in the base revision of Wholesale Price Index from 2004-05 base year to 2011-12 base year. He has also served as Deputy Director in the Capital Market Division of Department of Economic Affairs, Ministry of Finance, and as Assistant Director in Office of Jute Commissioner, Ministry of Textiles. As Deputy Director in Ministry of Finance, Shri Anupam Mitra was responsible for advising on policy formulation and administration of issues relating to sector development and strengthening of institutional and legislative framework of capital markets in India. In specific terms this included handling operational and policy issues relating to primary markets including corporate bonds, mutual funds, credit rating agencies and corporate governance. As Assistant director in Ministry of Textiles Shri Anupam Mitra was responsible for advising on policy formulation with respect to jute sector, including issues relating to export and import of raw jute and jute products, preparation of estimates of production, consumption, export and import of raw jute and jute goods, and preparation of Performance Budget, Outcome Budget and Annual Reports for the jute crop. In specific terms this included examination of agenda notes relating to meetings of International Jute Study Group, examining operating manuals and project proposals for Jute Technology Mission, preparation of base paper for Working Group on jute sector for eleventh five year plan etc.

In the course of his public service, Shri Anupam Mitra has undergone training at various institutions such as Lal Bahadur Shastri National Academy of Administration, Mussourie, Institute of Economic Growth, New Delhi, National Institute of Financial Management, Faridabad, Indian Institute of Capital Markets, Navi Mumbai, Bankers Training College Mumbai, College of Agricultural Banking Pune, National Institute of Public Finance and Policy, New Delhi, Indian Institute of Management Kolkata & Banglore, Indian Statistical Institute, Kolkata etc. He has also undergone training in international agencies such as Japan International Cooperation Agency, Tokyo, Financial Industries Regulatory Authority, Washington DC, Harvard Kennedy School USA and University of Maryland, USA. Shri Anupam Mitra also represented India in the Voorburg Group on Service Sector Statistics meeting at Sydney, Croatia, Rome and Paris.

Prior to joining Central Government service, Shri Anupam Mitra was a lecturer in economics in a State Government aided college in Kolkata.
